Jeffrey is a trial lawyer who focuses on complex and high-profile cases around the globe. Primarily representing victims in mass disasters, Jeffrey has set numerous records for the largest settlements and verdicts in history. He holds the records for: the largest settlement in American history arising from a construction accident ($1.2 billion – Surfside Condominium Collapse); the largest settlement in American history for a train accident ($265 million – Derailment of Amtrak Train 188); and the largest settlement in American history for a maritime disaster ($150+ million – Sinking of Stretch Duck 07).

In addition to obtaining record breaking settlements, Jeffrey is one of Pennsylvania’s most prolific trial lawyers, obtaining dozens of multimillion dollar courtroom victories including a $68.5 million verdict in the case of Est. of Marhunoa v. OCF Construction in 2024. In 2023 and 2024, Jeffrey was lead trial counsel in obtaining six jury verdicts in excess of $5 million, three of which were in excess of $10 million. Jeffrey is based out of the Philadelphia office, however his unique cross-border litigation experience leads him to routinely represent clients throughout the United States and internationally. He has obtained multimillion-dollar settlements and verdicts for clients in over a dozen states and the US Virgin Islands.

Jeffrey was named the 2025 Pennsylvania Attorney of the Year by American Legal Media (ALM) based on his work in the landmark case of Anderson v. TikTok, in which, according to ALM, Jeffrey “pierced Big Tech’s formerly impenetrable shield” and in doing so “has helped open a new avenue of justice for victims.” The Anderson case arises from the tragic death of a 10-year-old who died doing a TikTok challenge. The case has served as a catalyst for increased accountability for social media companies.

In addition to winning the ALM’s Attorney of the Year Honor in 2025, Jeffrey was one of three Finalists to be the 2023 Attorney of the Year based upon his leadership of the litigation arising out of the June 24, 2021 collapse of Champlain Towers in Surfside, Florida that claimed the lives of 98 people. He served as co-lead counsel on behalf of the Plaintiffs for all issues of liability, construction, and collapse causation. Following the announcement of the record-setting $1.2 billion settlement, the Honorable Michael A. Hanzman, who presided over the case, singled our Jeffrey’s exceptional work stating:

The $1.2 billion settlement is the largest settlement in American history for a single event and also the largest settlement in American history for a construction failure. The second largest construction settlement in American history was also due in large part to his work. In 2017, following a six-month jury trial in Philadelphia, Jeffrey, along with firm President Bob Mongeluzzi, won a favorable verdict and a $227 million award on behalf of the victims of the Market Street building collapse in Philadelphia, which killed 7 people.

Currently, Jeffrey represents the families of the September 2, 2019 Conception dive boat fire in California that killed 34 people, and the families of the October 19, 2024 Sapelo Island gangway collapse that killed 7 people. In addition to these mass disaster, Jeffrey represents dozens of individuals catastrophically injured or killed by corporate wrongdoing.
