Michael F. Barrett, president of the Philadelphia Trial Lawyers Association and of Saltz Mongeluzzi Barrett & Bendesky, said that capping noneconomic damages would eliminate victims' rights to fair compensation for injuries sustained because of negligent medical care. Texas' malpractice insurance premiums fell just a small amount following the institution of a cap on noneconomic damages, but Texas ranks poorly on patient safety and health care quality measures, Barrett said....Details
